PvP equipment style hero setup I think would be far more efficient than making heroes account wide, but I still wouldn't get the 5.5mil for account superior vigors back

Suggestion #1 - /not signed. It's not hard to rune up heroes. They don't need to be maxed right away anyway. Keeping track of which hero needs what is simply a matter of creating a simple spread-sheet.
Suggestion #2 - /not signed. PvP Characters have capability to be runed/equipped upon creation because they're automatically level 20 and A-Net had the foresight to know that PvP players would be constantly re-rolling characters. PvE Characters aren't constantly re-rolled, they start at level 1, and don't need max ANYTHING. (P.S. - Why didn't you ask for the option for getting max armor upon PvE character creation as well? *rolleyes*)
Suggestion #3 - /not signed. Because #1 and #2 shouldn't added to the game anyway.

- Heroes are constantly being changed to use different builds, so equipment templates make sense.
- The majority of Heroes come at or close to level 20.
- You can already stuff your lvl2 Koss full of runes/insignias and give him max weapons, this is just a more convenient way across multiple chars. Maybe have it unlock when hero/player reaches 20.
- WTF does PvE character starter armour have to do with a discussion about hero equipment? Hero armour scales with level.

Equipping Heros is a long term game goal, it should not be an insta button.
It rewards those who make the effort. It is one of the few tangible rewards that can't be cheesed except by gold buying. They are one of the few items of value that can be looted by any level player.
Buying runes has always promoted the game economy. Mods the same.
It is enough that we get a basic hero.

I never set all my heroes with the same builds.
